Bells Beach / Winki Pop draft masterplan

The master plan process began in September 2002 after the Western Coastal Board completed the Bells Beach to Red Rocks draft Coastal Action Plan (CAP). The draft masterplan has been completed in close consultation with the Surf Coast Shire's Bells Beach Advisory Committee.
